As a Republican in Democratic territory, he nevertheless maintained a cordial working relationship with those across the aisle. That would be madding. Reports suggesting hundreds of millions in savings have been piling up since 2001, when Stroger appointed a county Operations Review Team — a group of managers who studied all the county does with an eye toward consolidating, cutting and curbing the runaway spending. Board embers Gregg Goslin and Michael Quigley…also have made excellent saving proposals.

Cook County commissioners are pushing for an end to a pay system that gives county employees up to three raises in a single year, saying the generous deal is making it impossible to balance the budget…The vote Tuesday was meant to show the board's resolve in backing up a tough negotiating strategy with unions.
