Commissioner Goslin leads a workshop on Uncompensated Healthcare at the 2003 Legislative Conference of the National Association of Counties (2003) |

Since taking the oath of office in December 1998, I have worked hard every day to earn the confidence and trust you have placed in me. Policies I've proposed, once called "Impossible" are now called "Accomplished." I am proud to share with you some of the legislation I have sponsored and successfully passed:
- Monthly Revenue Reports — Instructs Comptroller to submit a monthly revenue report showing estimated revenues vs. actual revenues to ensure the County is on target with projects. If not it will allow them to take immediate corrective action.
- Privatize Forest Preserve District Golf Course — outsourcing golf course management resulted in going from an annual deficit of $1,000,000 to a $350,000 profit in one year.
- Comprehensive Vehicle Policy for the county's 2,000 plus motor vehicles — established guidelines for buying and selling vehicles, changing oil and tires, and clearly outlined when, where and who can operate the vehicles.
- Mid-Year Budget Accountability Ordinance — Hold county departments and agencies accountable for spending our tax dollars, not in December at the end of the year, but in June when it is not too late to make corrections.
- FPD Watchman Residence Program Ordinance — Created new exacting standards and duties of Forest Preserve District employees occupying district residences. Increased and defined responsibilities and accountability of resident employees. New mandatory inspections of residences resulted in the demolition of ten structures and brought all others up to code.
- Preventing Methamphetamine Abuse — encouraged all stores and pharmacies in Cook County to help limit the methamphetamine abuse by placing over the counter cold remedies, used to make meth, behind the counter. The sale of these drugs can then be monitored more closely.
- New Public Safety Line Item on real estate tax bills — Making Cook County government's expenditures more transparent is the goal behind a new resolution I sponsored. It calls for new line items to be added to property tax bills detailing exactly what portion of the bill is dedicated to funding Public Safety and Bureau of Health needs. The County Clerk is directed to create new line items for Public Safety and Bureau of Health on the next Cook County tax bill, the 2nd installment of the FY 2005 tax bill.
